Everything is blurry to the point of writing being unreadable. It looks like a layer of grease or oil is covering the screen. I'm not just talking about the edges being soft and indistinct, I mean the whole screen is smeared and impossible to figure out. Clicking on things, moving them or anything that causes any kind of movement or animation will refocus things momentarily before the blur returns. Putting it in windowed mode fixes it, but then it's just a tiny little window in the middle of my screen.

Windows 7 64-bit
ATI HD 5860

Screencap was taken after applying the resolution patch, but it's how it looked before just with a black border around it now.

Yes, thank you! Man, the ATI CCC causes more trouble that it's worth sometimes.
Unfortunately, I have the same problem, so this made me happy to find at first, however there is a 404 error in your link Thieve.
