So this has been happening for a while now. With the key cheats (CTRL+Y, CTRL+J, etc.), I can't use CTRL+Q on other NPC players. It does convert them to my party, however it also makes the game instantly freeze. I can do it without any issues on BG2, but on BG1 it doesn't work. It just keeps on freezing and I want to find a way to fix it. Any ideas?
That's simple: install either TuTu or BGT, and use the BG2 engine.

BG1 requires an extra step to enable the cheat keys. You need to type CLUAConsole:EnableCheatKeys() into the console each time you start the game.

I type that in every time before I use the cheat keys. Teleporting (CTRL+J), healing (CTRL+R), etc. are working, but adding random NPCs to the party (CTRL+Q) doesn't work. Are you saying I need to enter it in twice?
You are probably adding NPCs that are in essence invalid -- no AI or scripts. The BG1 engine isn't as forgiving as the BG2 engine.

All I'm trying to add to my party are really Amnish guards or Flaming Fist Mercenaries. I just don't fully understand why it's not working properly.

Which engine are you using? I can add Amnish guards in BG2, but with the BG1 engine, adding a Flaming Fist guard makes my game crash.

Are you playing vanilla BG1, or do you have BGT/TuTu installed? Does the [TAB] key highlight interactive objects?

Oh, yeah, I don't have BGtutu. Just vanilla BG1. Got it from here. TAB doesn't highlight things, no. However, when using a particular command key combo (i forget what it is), it highlights all the interactive objects (doors, chests, hidden triggers? or something, etc.).

Then you are not running vanilla BG1 -- interactive objects are not highlight-able by keypress in vanilla BG1. The engine does not allow it.
