You could look at it that way, of course. But the reality is, even if you don't notice it, every RPG out there has quests that were unable to be implemented before ship date.

I am at the city of Baldur's Gate itself and shit it is HUGE, bigger than Dragon Age: Origins' Denerim.

So far most of the quest givers in this city is offering me quests that requires me to do bad things, they seem hesitant when they offered me a quest. So are most of the side quests in this City requires evil acts?

Quite a few are morally questionable, and some are downright evil. You can, though, complete virtually every quest without losing reputation. It all depends on how you go about things. Let's face it, up to now your characters have no doubt been carrying out morally questionable acts by the dozen: raiding locked chests, killing at the drop of a hat... etc. Don't worry about it, and go about the game as you normally would.

Ulgoth's Beard is tied to Durlag's Tower. There are 2 'main' quests in Ulgoth's Beard: the Werewolf Island quest, and Durlag's Tower itself, which in actuality includes a quest about a demon cult, and completing Durlag's Tower will bring you back to Ulgoth's Beard. By far the hardest, and longest, quest in the entire game is Durlag's Tower and the demon cult. No question.

Talk to Mendas in Ulgoth's Beard. He'll want you to retrieve charts from the Merchant League in NE Baldur's Gate. Once you get the charts and return to him, he'll tell you he has a boat available and send you there.

If you mean the Ice Island, talk to Shandalar in Ulgoth's Beard.

Ok I conquered the upper levels of the tower, now I must brave the lower dungeons.

So on the first floor there are these dwarves called Warders and the speak all cryptic and such, just tell me what I really have to do.

Oh no, I couldn't do that. Seriously, it would totally spoil the whole concept of Durlag's Tower. Don't skip rooms; don't rush; examine everything; take notes if you must, but you will gain a far greater sense of achievement if you do it without being told how. It isn't that difficult really, because there are clues everywhere. Stick at it, and you'll feel a buzz when you finally succeed.
