i typed in when all else fails nothing seems to work

Did you type it as "!When all else fails..."
A prompt should then come up letting you know cheats have been activated, then all you need to do is enter the right codes, for example:
"!ruby ray" = Unlimited Magnifying Glass
"!paper dolls" = 3 Paratrooper Deployments
"!santini" = Invulnerability
Some additional codes can be found via soldier names, Santini for example is a randomly generated name for squad members.
