He's high-tech (literally) and comes with a Charged Axe, but he fails to meet the MSR to use it?? Seriously, given his low-strength & high-tech, what kind of weapons are good for him to use? His Firearms is at 5 and his Melee is at 3, and I'm having trouble finding not just a weapon he can lift (I could give him a dagger), but rather a weapon he'd do best with.

I haven't paid much attention at that MSR while playing, however, sometimes I have equiped him with a Tesla Rod.

So I'd assume not meeting your MSR with an item only imposes penalties, seeing as they try to use the weapons anyway.
A good easy (if you have a fate point) to get firearm would be a Hand Cannon. In Tarant, there's a halfling named Sammie White who happens to have one on hand. Pick pocket him and it's yours.

For MSR, I believe you take a penalty to hit and speed if you don't meet the requirements.

Yup. Once I can build pyrotechnic axes, I give 'em to everyone, even the weak guys - the punch seriously outweighs the penalties!

Also, the MSR takes into account the weight of both weapon and shield (or whatever else you have in the off-hand). So if you absolutely need that extra edge and the weapon is a one-hander, just take away his shield (and periodically check that he hasn't picked one up).
