I'm playing a melee half-orc build and was running out of stats to boost so I figured I'd pursue more magic spells and get teleport. Teleport requires a minimum of 18 WP, and I got capped at 17 WP. Is it at all possible for me to get 18 WP and learn that sweet sweet spell we know as teleport?

I do not believe there's anything that permanently raises your stats, so I'm afraid not. You could use the character editor to take a point from somewhere else and put it in WP if you want, though.

That makes sense, is there an editor that works with win7 64-bit?

The only editor I know of works by giving you free character points, so I don't think it will help you in this case.

Maybe you should use something like Mind Marvel?

Pretty much anything besides character points which raise a stat can take it to 20.

The Finger of Mannox item (received in the main quest late in the game) gives +1 WP. You can also get +1 WP with the right blessings.

I should note that I remember something about some races having difficulty with the teleport spell, like some races just always fail at casting it no matter what happens or something. I can't remember the specifics, just a vague recollection of some problem with it. Hopefully that doesn't apply to Half-Orc!
