are you suppose to get CP points everytime you level up? cause Im level 4 and havent gotten a single point to increase my stats

Possibly you either selected a pre-made character or you clicked on an auto-level scheme. If you did that your CP will automatically be assigned to certain skills based on what scheme you chose. All pre-made characters use an auto-leveling scheme.
You get 1 CP per level with an additional 1 every fifth level.

yeah i think my game was glitched i didnt have any of the settings you speak off but the problem fixed itself when i restarted
