Ok so i downloaded the Hi res Patch and it works.....kind of?

Ok so some parts will be at the right res like the screen were the PC and NPC move around is fine but the Hub for your health mana aka the UI does not scale and looks wrong.
the same thing happens for when i hit esc to go to the menu the menu looks like a window and is not in fullscreen.

Not sure what you mean by "looks wrong", but the panels and the menus are supposed to be centered instead of scaled to fit the screen. Check out the example screencaps that come with the patch, if your game looks similar, then that's okay:
