When I enter the game, after the initial crash and after you find the altar and you come across the robed guy and he asks what you're doing there, I click the text to respond but all it the screen does is kinda flash and sorta twitch. It doesn't move forward and no matter which response I click that's all it does. I'm not sure what the issue is with it. Anyone have any ideas on what the issue might be and/or how to resolve it?

Never heard of this but I'd recommend

1) be sure you have the unofficial patch installed

2)remove the ddraw.dll file from the arcanum folder

3)perhaps try downloading some old directx 9
