I have the same "black screen" and freeze problem. Windows 7 64-bit SP1 running on ThinkPad X220i laptop. Played with admin rights and compatibility settings but nothing helped.
I can switch between one issue an another. If I select my GEForce 540M as default graphic device in my nvidia config screen, I get a black screen and crash.
If I select the integrated driver I get 1 frame from the intro screen and can alt-tab out and in only to be stuck in the main menu screen.
I can't get Overseer run under Windows 7 64-bit either. I have a Thinkpad X220 (i3 processor) with Intel HD 3000 integrated graphics. I only get the first frame of the opening video of the Access logo (but the sound plays correctly) and when I ALT-TAB out and into the game, I can see the menu but the mouse is frozen.
The game itself is not completely frozen though, since pressing F1 or F9 will eventually bring up either the help or config menu, but that's about it.
I've done the obvious things - updated to the latest drivers from Intel's website, set the processor affinity and also played with video settings in Tex.ini a bit, but so far no luck.

I had a very similar problem with Pandora. The solution was simple. You must allow the Acces Software logo sequence to play through. If I clicked my way out of it, the very same thing happened to me in PD what you described.
Overseer runs fine on my desktop, won't run (in the same way as described by others in this thread) on my laptop, both Windows 7 64. Pretty much the exact same problem described in this thread occurs with Zork Grand Inquisitor on my laptop and no problem at all on my desktop. This is a known problem with some GoG games on laptop that they are aware of and either can't fix or won't devote the proper attention to fixing. Responses I got on Zork Grand Inquisitor from GoG support were ridiculous, and they soon just stopped responding when their suggestions failed.

i tired to play overseer tonight & found fast video flashing whichmade the game unplayable, reverted back to nvidea driver 280. seems like that last 2 newest drivers I had installed do not work with overseer, so if you guys might want to try a previous driver
