In the on-foot segments of Shogo, it seems that getting critical hits is all but required (since you can only take 1 or two shots before you die). But I can't seem to figure out how you get them. Anyone know?

I believe the critical hits occur when you hit the upper part of the body, Head/Chest area. It doesn't always register, so I believe it is a bit random when it registers a critical hit in that area.

also....when you get a critical hit on an anemy it seems to give you some health....i cant count how many times its happened for me but its saved my butt more than once

Remember to also shoot all the boxes you can. Lots of armor and health to be found in them. Other than that, just be careful and remember to F6. A lot.
