The DOS variant runs on every platform that DOSBox supports (Linux etc.) and has CD audio, the Windows version supports higher resolutions. I want them both.

If the retail version came with both, the GOG version should come with both. Nobody likes mangled releases. Most people won't care naturally, but there are enough that will to make it worthwhile, and it's always better to err on the side of completeness when the cost is trivial.

However it may simply be that GOG got it from the publisher with the alternate EXE's stripped out, as was the case with Activision and the *Quest games. Not much anyone can do about it then.

you can find the windows version elsewhere. It runs even smoother than Big Race USA and Fantastic Journey, with no lag at all.

I wonder why they did not provide GOG with that version instead

Yes, because only the Win version gives us the possibility to use resolutions like 1600x1200... And with this, the game looks amazing, still today. Photorealistic! :-)
