The first IGI was incredibly wide open for it's time--the environments were huge and there were generally multiple ways to accomplish each of your tasks. The shooter part was only decent and the enemy AI was questionable, but it was really fun. Unfortunately, the second game frequently leaves behind the wide-open areas (several sections take places in linear caves) and often has only one way to finish a task. It carried over all the weakness of the original, but left behind most of the strengths.

You're right.
IGI 1 is still great.IGI 2 have so many bug, even patch made more bug.I can't believe they released it.It's not OFP.

In IGI 2,player is restricted how many carry weapons, when shoot it,it's non realistic and obviously distasteful. When move while prone it show no head-bobing,so sliding on ground.
AI,in original it's non realistic but work well as stealth game that made game incredibly fun.AI in 2,Innerloop tried to evolve it but it end in broken game.Besides, location sequence are not good.

Even worse, they keep restriction on how many player save game. It's unbelievably frustrating.

I think IGI2 is unfinished product. It's collector's item for original fan.

I guess IGI 2 was a disappointment to those who like IGI 1.
I never played IGI 1, but I really liked IGI 2. One of the things I liked about it was the quite open levels, like the first one. And I liked how some of the levels were really big, not only in width and breadth, but also in height.
I don't remember much about bugs, though. The one thing I disliked about the game was how the AI worked - enemies were almost blind, but had super human hearing. I wish that had been better balanced.
