Is there a way to talk to ppl in fallout tactics? When ever i enter a dialogue with someone they can talk but i don't see any response options. If you know please help!!

Well it seems to me that when you talk to someone with someone to say, they switch to a different screen display type. When they show someone's text above their picture, that means that you don't get to have a discussion with that NPC. Keep looking for more interesting characters, and you will find some who will have at least response options you can choose.

It is as Warren described.
Unlike the original Fallouts, Tactics is a tactical-strategy game with heavy RPG elements, which means the characters with whom you can conduct a real, meaningful dialogue is rather small; only those who have something important to say are such NPCs. The others are only there for props.
