you mean that blonde guy in blue vault-suit? he's a pip-boy, official trademarked fictional ads person of vault-tec - company that produced all the stuff for the vault-dwellers. : )

It is a easter-egg of the creator of the Fallout. This guy appears only in higher resolutions. Its a feature of this game. First time when I saw him I was very surprised :D We left is as a part of the game :)

He is not pip-boy, he is Vault Boy :)

technically yes, but although pip-boy is a post-nuclear PDA device and vault-boy is a person, many people mix these two.
here the talk goes about an easter egg - try to put an icon of falloutw.exe on your desktop and then tick "show large icons" in preferences. surprise! : )

If you right-Click on the icon and choose properties look at the shortcut tab. There should be a change icon button. Click it and you change the icon to what ever you want. If the icon isn't in displayed as an option, you can browse out to the game directory. I'm sure the icon will be there.

Gunrun, if you are using XP right click on your desktop, choose properties, then choose the tab where you can change styles, then click on effects button and untick "show large icons" line. that should do.

I'm on vista and I can make the icons small just I run a massive monitor and someone else who uses this PC suffers from partial blindness so I need to use large icons so this doesn't really work.

I went and made the powerarmour icon (the one I use as my avatar) into an icon.
If you want it just rename this file .ico instead of .png and then do what LoneMystic said

I like to refer to Vault/pip- boy as Fallout Boy.. and then read some comics involving the Marvel badguy, Radioactive man...

sorry, it's.. bad.. I know.. but.. hahahahahahahah...

Anyway, I was hoping you'd know what I was talking about, and also, yeah the developers face appears on fallout 1 anyway..
